The department and the school board have approved such a contract over a period of years and this will be considered by the board of education during its preparation of a budget for the new school year.
Dr. Diane Shafer, vice chairman of the Board of Health, conducted Thursday’s meeting in the lobby of the health department in the absence of Chairman Greg “Hootie” Smith. Other board members present were Franklin Cisco and Albert Totten, along with Dr. Manolo Tampoya, county health officer. Member Ray Curry was absent.
In a financial update, Administrator Cathy Headen recorded a bank balance of $119,379.18 for the health department as of March 18. The health board approved minutes of its rescheduled regular meeting held Feb. 24.
The board granted Scott Bartram’s request to work the week of May 24-28, 2010 to aid in getting all county food establishments equipped with required permits as food handlers.
It was noted that the Mingo County Health Department will be conducting a Food School at 1 p.m. on March 29 at The Brass Tree on Prichard Street. Headen noted that anyone working in food establishments must have a food handler’s permit as well as attend a food handlers’ school. She said food handlers are tested every two years as long as they continue such work.
Tina Lockard of the Mingo County Commission’s finance officer, provided the Board of Health with information on the West Virginia Public Employees Retirement System (PERS).
The Board of Trustees of the Consolidated Public Retirement Board took action March 3 to implement a new actuarial asset valuation methodist for PERS, voting to change from a market value asset valuation method to an asset smoothing method. That method allows the annual investment gains and losses for PERS to be spread over a period of four years.
The CPRB voted to change the July 1, 2010 employer contribution rate increase from 17.0 percent, as previously determined, to 12.5 percent of a member’s gross monthly salary. The employer contribution rate of 12.5 percent will become effective July 1, 2010, with regard to the Mingo Board of Health’s budgetary considerations in fiscal year 2011.
Headen presented grant updates on the Family Planning/Breast and Cervical Cancer Screening Program and the Threat Preparedness report for February. Billing for HIV, Family Planning and BCCSP totaled $1,917.25, with a total received of $2,917.78. The year-to-date totals for the programs show $8,754.03 billed and $13,260.13 received.
Headen reported that H1N1 vaccination clinics have been held at the health department and in area public schools. Her report noted that seasonal flu/H1N1 vaccination clinics also were held at Goodman Manor, Delbarton City Hall and Gilbert City Hall. She said swine flu vaccinations in Mingo County schools have been completed.
The board approved the March 17 minutes of the health department’s Safety Committee as presented in a written report by Chairman Brett Vance. Headen said the meeting revealed that the evacuation plan for the health department needs to be revised. Vance held a training on the evacuation plan this month and some problem areas with the plan were identified.
The board also considered other general business, accounts payable and requests before adjourning its hour-long session.
