BOE holds first meeting with new leadership

CINDERELLA –The first regular meeting of the Mingo County Board of Education since David L. Roach arrived to be superintendent of the county school system was held Tuesday with routine business transacted or reviewed.

The personnel lists reviewed by the board shows that Roach was officially employed by the state Board of Education on Feb. 22 to take over the superintendency. Roach, whose parents were natives of the Williamson area, had been serving as superintendent of Lincoln County schools.

Dwight D. Dials, who had served as superintendent by the state board’s appointment, was transferred as superintendent to Fayette County where the state board had just assumed control of that school system.

President Charles S. West presided at Tuesday’s school board meeting, which also was attended by Vice President Jacqueline Branch and board members William D. Duty and Michael Carter. Dr. J.W. Endicott was absent.

The board approved minutes of its regular meeting of Feb. 2 and its special meeting held Feb. 22 at the Williamson Middle School where Roach was first introduced as the new superintendent.

Also approved were two out-of-state trip requests from the Mingo County Career and Technical Center and Burch Elementary School of Delbarton.

The Career Center’s student trip is planned for April 30 through May 1 to tour the University of Northwestern at Lima, Ohio. A county bus will provide the transportation. Board employees accompanying 21 students on the trip are James Baisden, Raymond Duty, Mark Sizemore and Harry Blankenship. Principal Thomas Hoffman said plans for the trip meet all requirements.

The board also gave approval for the Burch school’s Sixth Grade field trip to visit New York City pending verification that all required paper work for the chartered bus is made. The trip is planned for April 11-14 and students will be accompanied by board employees Barbara Crigger, Emma Renn, Jeremy Davis and Rocky Hall, principal.

The board also reviewed the Finance Department’s budget supplements and transfers and the monthly financial report as of Feb. 28, 2010.

Professional and service personnel lists pre-approved by the state board were reviewed by the local board. The lists contain the names of probationary professional and service personnel whose contracts of employment will not be renewed, effective at the conclusion of the 2009-2010 school year. (A list of probationary professional personnel to be rehired will be provided at a later date.)

• The following contracts of employment under the Regular program will not be renewed at the end of the current school year:

Patricia Adams, Angela Blankenship, Jan Cisco, Walter Cline, Amanda Dempsey, Melinda Dotson, Stephanie Endicott, Alicia Hall, Faith Haynes, Wendy Hensley, Jennifer Johnson, Dora Justice, Stephanie Kirk, Jessica Maynard, Sharon Millirones, Rhonda Newsome, Ashlie Pigman, Sandra Pinson, Summer Pruitt, Deanna Powers, Annetta Swafford, Ashley Tussey, Wanda Smith Watson and Kathy Woodruff.

#• Probationary service personnel whose contracts of employment will not be renewed at the end of the current school year include the following:

Aide/Autism Mentors – Joyce Burton, Lori Brewer, Sara Chapman, Rainella Ellis, Leslie Hatfield and Angela Steele; Aide/Autism Mentor (2010) and Aide (2011), Serena McGuire; Aides – Taneisha Boring, John Criddle, Misty Cohenour, Angela Cyrus, Karen Curry, Tammy Dove, Julius Hatcher, Angie Sheppard and Sheryl Wolford.

(All other probationary service personnel not included in the above list shall be reassigned to the positions held at the time of the board’s February meeting, contingent upon meeting certification renewal requirements, if required (i.e.: bus operators).

• Other Professional Personnel actions under the Regular Program include the following:

Amy Fitzpatrick was employed as Science teacher at Tug Valley High School effective Feb. 25; Crystal Ramey was employed as English teacher at Matewan High, Feb. 26. Both are employed initially pending CIB and FBI clearance. Continued employment is contingent upon issuance of appropriate certification credential.

#Rosa Tilley was granted Other leave of absence from her teaching duties at Gilbert Elementary School, effective for Jan. 7 and 29 and Feb. 9, 2010, and also family leave for Feb. 4, 5 and 8.

A teacher at Tug Valley High, Johnny Dempsey, was suspended from his duties Jan. 28, 2010, for an undetermined period of time. No further explanation was provided.

– Extra-Curricular/Extra-Duty program (actions for the 2009-2010 school year):

Julia Collins was employed as LINKS coordinator at Tug Valley High as of Feb. 8; Lorraine Davis was employed as teacher for the Credit Recovery Program at Tug Valley High, Feb. 8; Bryan Joshua Duty, resigned as football coach at Tug Valley High, Feb. 12.

Dora Justice, employed as teacher for the After-School Program at Kermit K-8 school, March 8; Diana Kitchen, employed as teacher for the After-School Program at Lenore K-8, Feb. 8; Luann Lovell, employed as SAT chair at Riverside Elementary, Feb. 8.

#Larry Maynard, employed as assistant softball coach at Burch High, March 2; Robin Porter, resigned as tennis coach at Williamson High Feb. 1; Joan Trimble, employed as LINKS coordinator at Burch High, Feb. 8.

Raschelle Henson was employed as a Homebound teacher Feb. 8 for the current school year.

– Employed as teachers of the Special Education Credit Recovery/After-School program Feb. 8 at the rate of $25 per hour on an as/if needed basis for the current school year were Melissa Hunt, Matewan High, and Diana Wellman, Burch High.

– Employed as Positive Behavior Support (PBS) School Wide Information System (SWIS) data entry specialists effective Feb. 8 for the 2009-2010 school year, at the rate of $500 per semester were:

Karen Canterbury, as Mentor teacher, Feb. 8; Carol Gilman, as mentor teacher, March 2; Mary Hale, as mentor teacher, March 2; Elizabeth Keatley, as mentor teacher, March 2, and Sabrina Runyon, as Mentor Beginning Administrators, Feb. 8.

#Gary Cassell was employed as a substitute teacher, effective March 2.

– Under Contracted Services, the following were employed:

Barbara Dotson, as Reading/Math Interventionist at Riverside Elementary, effective Feb. 8, 2010, at the rate of $25 per hour for the present school year.

Linda Epling, employed as Reading, Math Interventionist for Matewan Elementary, effective March 8, at the rate of $25 per hour, for the current school year.

Shannon Stafford-Harper, employed as Parent Assistant at Riverside Elementary, March 8, at the rate of $7.25 per hour for 560 hours, pending CIB and FBI clearance for the 2009-2010 school year.

(None of the three above positions include any benefits of retirement, personal leave, medical, life, optical or dental insurance, seniority rights, reemployment rights or other related benefits. They will not be working directly with students.)

#• Service personnel actions included the following:

– Conda Dotson, employed as halftime cook during a leave of absence at Matewan Elementary, March 8; Opal Hall, employed as halftime Cook II at Williamson High, Feb. 25; Lisa Kiser, employed as Secretary III (Attendance and instructional services), Mingo schools, Feb. 25, and Earl Sowards, employed as Custodian III, during a leave of absence, at Lenore K-8, March 8.

– Transfers included: Joyce Slone, from Cook II at Gilbert Elementary to Cook II at Matewan High, March 8, and Nadine Snell, from Cook II at Matewan High to halftime Cook II at Matewan Elementary, Feb. 8.

William T. Deskins retired Feb. 10 as a bus operator for the Tug Valley area after having driven a school bus for 24 years.

Two women were employed as bus operators. Joan Crawford was employed as bus operator for the Gilbert Area Transition Run to transport students to and from Gilbert area schools to and from the Logan/Mingo Mental Health Facility at Lando on Tuesdays.

Cecile Wright was employed as a bus operator for the Tug Valley Area Transition/Work Experience Program Run, to transport students to and from Tug Valley Area schools to and from Williamson Goodwill Industries Store in Williamson on Tuesdays and Thursdays.

The rate of pay per day for the bus operators is $20 and they will work on an as/if needed basis.

A parent of the Tug Valley High School area, James McDonald, approached the board during a citizen input period to complain that the high school’s Alternative Education program is not receiving all of its curriculum needs in order for students to meet requirements for graduation.

Superintendent Roach took McDonald’s name and telephone number and advised him that the matter would be investigated with the aim of responding to the parent’s complaint and requests.

A public forum was being held Wednesday in the board conference room and Roach invited all board members to attend the 5 p.m. session of the Comprehensive Educational Facilities Planning Committee. The discussion was to center around planning for the new high school and other schools for the next 10 years.
