WILLIAMSON – An indictment charging a Kermit man with first degree murder was among the 30 true bills returned Wednesday by the Grand Jury serving the January term of Mingo County Circuit Court.

Randall Luther, 45, was charged with maliciously, premeditatively and feloniously murdering Fred Brewer on June 16, 2009. The indictment was found upon the testimony of Sgt. J. Smith of the Mingo County Sheriff’s Department.

The grand jury, just impaneled for duty this year, convened Tuesday and finished its report by late Wednesday afternoon. Chief Judge Michael Thornsbury accepted the report and then excused the jurors at this time but advised them they are subject to recall at a later date.

Mingo County Prosecuting Attorney C. Michael Sparks categorized the indictments as follows: one murder; 12 property counts; eight violent cases; five sexual charges; two child abuse/neglect cases; one drug count and one driving under the influence charge. There was one sealed indictment.

Thornsbury announced that arraignments will be held at 9 a.m. Friday in the circuit courtroom.

Sparks commended the grand jury for outstanding service and efficiency in its first session together. He also commended the West Vir-ginia State Police, the Mingo County Sheriff’s Depart-ment and the Williamson Police Department for the investigations that resulted in the indictments.

Finally, he lauded his “excellent staff” as well as Judge Thornsbury for always being readily accessible when needed.

Sparks said there will be a heavy emphasis on drug crimes during the next grand jury session. He added that “substance abuse continues to be the catalyst for most criminal activity in Mingo County.”

Faron James Cline, 37, Baisden; burglary and conspiracy to commit burglary.

Joshua Andrew Daniel, 25, Borderland; one count each of second degree robbery and conspiracy to second degree robbery.

Cecil Ray Diamond, 48, Williamson; one count each of second degree robbery and conspiracy to second degree robbery.

Joseph Isaac Dillon, 30, Gilbert; entry of a building other than a dwelling and attempt at grand larceny.

Jerry Lee Fields, 21, Williamson; one count each of malicious assault and first degree sexual abuse.

Billy Richard Griffith, 39, Feds Creek, Ky.; one count each of third offense Driving Under the influence (DUI); fleeing (DUI) and possession of a Schedule III controlled substance (Hydroco-done) with intent to deliver.

Sealed indictment with name of accused and char-ge(s) not to be revealed until after he or she is in custody.

Steven Hunt, 20, Ragland; one count each of burglary and conspiracy to commit burglary.

Julian McArthur Lock-hart, 36, Columbus, Ohio; one count each of possession of a Schedule II controlled substance (Cocaine) with intent to deliver, and child neglect creating a risk of injury.

Anthony Marcum, 33, Kermit; one count of malicious assault.

Clinton Marcum, 27, Ker-mit; one count each of burglary and conspiracy to commit burglary.

Joseph Marcum, 37, Ker-mit; one count each of burglary and conspiracy to commit burglary.
