FRANKFORT, Ky. — Below are the issues Gov. Steve Beshear has set out for Kentucky lawmakers to consider when the General Assembly convenes in special session June 15:

BUDGET: Kentucky is facing a $1 billion budget shortfall in the coming fiscal year. Beshear has proposed the state use about $740 million in federal stimulus money, as well as cut most government agencies by 2.6 percent. State employees would also be forced to take between three to five unpaid holidays under Beshear's plan.

GAMBLING: Kentucky's equine industry for years has been clamoring for state lawmakers to pass legislation that would allow additional gambling at horse racing tracks. Beshear says he wants lawmakers to vote "up or down" on a proposal to allow video gambling machines — similar to slots — at Kentucky's race tracks. Senate President David Williams has an alternate proposal to help boost horse racing purses without legalizing video gambling.

TAX INCENTIVES: Beshear says the state's current tax incentives for luring new business to Kentucky are outdated. The governor says he wants lawmakers to consider a package that would also help the film industry and existing Kentucky businesses. Beshear said he wants lawmakers to pass other tax breaks to help land a NASCAR Cup race in Kentucky and attract future Breeders' Cup World Championships.

BRIDGES: Beshear wants lawmakers to consider a proposal that would set up an authority to oversee the construction of new bridges between Kentucky and Indiana.
