WHEELING (.AP) — County officials struggling to pay the rising cost of housing inmates are criticizing the West Virginia Regional Jail and Correctional Facility Authority’s $11 million surplus.

But Department of Military Affairs and Public Safety spokesman Joe Thornton said Monday that the cushion is what’s keeping daily fees from increasing even higher and faster.

That excess money is being rolled into next year’s budget to help keep costs down.

Counties now pay $47.53 a day to house inmates in regional jails.

The fee is to increase to $48.25 in July.

West Virginia Association of Counties President John Gruz-inskas said his group is working on a proposed solution to the fees that are draining county budgets across the state.
