CHARLESTON (AP) — West Virginia residents saw utility bills increase by an average of 15.6 percent in 2008.

A study released Wednesday by the Public Service Commission’s Consumer Advocate Division says the statewide average cost for telephone, gas, electricity and water in January 2008 was $305.49, compared to $264.26 in January 2007.

The study compared utility rates in 17 cities, based on a residential customer’s average monthly usage of 13 cubic feet of natural gas, 600 kilowatt hours of electricity, 4,500 gallons of water and a single flat-rate telephone line.

The average rates ranged from $278.24 in Morgantown to $326.35 in Hinton.
