Logan County road worker charged with extortion

CHARLESTON (AP) — A technician with the state Division of Highways has been indicted on charges of extorting money from a contractor working on a Logan County road project.

Chapmanville resident Gwen Conley was charged Tuesday in U.S. District Court in Charleston with one count of interference with commerce by extortion.

The indictment alleges that Conley, who was inspecting a project on Route 10 in Man, threatened to impede the work done by Environmental Solutions unless the contractor paid him off.

The indictment alleges this happened during 2007 and 2008.

Environmental Solutions is a Charleston company that was contracted to spray a mixture of seed and mulch in the project area to prevent soil erosion.

A call to a telephone listing for Conley was not answered Wednesday.
