Joanne Wellman, of Delbarton, was charged with child abuse and four counts of child neglect.
The criminal complaint filed in Mingo County Magistrate Court states that Wellman was taking care of her four minor grandchildren while under the influence of an unknown number of Lortabs. Wellman had allegedly snorted the pills while outside with her grandchildren and then passed out leaving the children to play outside in a parking lot outside her apartment.
Wellman was arrested by Delbarton Police Chief Daniel Slone, the Mingo County Deputies B.A. Moore, Kevin Ball and Steven Smith.
Wellman was arraigned in Magistrate Court and received a bond of $500,000. She was transported to Southwestern Regional Jail, where she remained as of press time.
