West Virginia State Police executed an arrest warrant for a Matewan man who is facing multiple charges after his interaction with a 14-year-old juvenile.
Charles Williams, 45, of Matewan, was arrested and charged with second-degree sexual assault; two counts of third-degree sexual abuse and two counts of battery.
The criminal complaint filed in the Magistrate Court of Mingo County documents events that began the evening of Jan. 10, and continued through the afternoon of Jan. 11.
The complaint says the victim told officers that Williams grabbed her neck and asked if she liked being choked, then kissed her on the neck and touched her in inappropriate ways. The victim says she got away from Williams, who came to sit by her a short time later, touch her leg and tell her he was too strong for her, which caused her to be in fear.
Williams allegedly continued to act in an inappropriate manner and the victim shut her eyes and turned her head because “the accused gave her a look as if he was going to kill her if she made a sound,” she told troopers
After hearing a sound and thinking someone was coming, Williams left the room, the victim said. He came back into the room later and resumed his activities, with the victim pushing him away multiple times, according to the complaint.
According to the complaint, Williams went to work Saturday, and upon his return, grabbed the victim’s arm and pulled her off the couch, then continued his inappropriate behavior despite his being pushed away.
Williams posted a $40,000 property bond.
